It just the html file not a real file. Why doesn't it for google drive link ? I really need the answers.

Have you read this HTML file? Google displayed "the file is unavailable" message - to me, at least. But I have retried this link in the browser and this time Google Drive has displayed that the file is too big for antivirus scan and asked if I really want to it.
Most file hosting services require to use web browser to start (to watch ads, fill in CAPTCHA or ) and if the file is available only for logged-in s, you should provide your name and in FDM.

Why doesn't it for google drive link ? I really need the answers.
