Rearranging s order ? q732z

It appears that files cannot be re arreanged in order to change order.
How can I do this ? I do not want to just change Priority, but exact order.

What version are you talking about?

Version is 5.1.32.6573.

I don't see a way to change ing sequence by moving items up or down.
